The thing is video player doesn't aware of the proxy settings.
There's a way to specify HTTP/HTTPS proxy for the mpv: add environment variable 'http_proxy', but ffmpeg (and therefore, mpv) doesn't support SOCKS proxy at all.
as I said above - "it needs "Referer" HTTP header to play, otherwise it gives access error"
The link works, shows a FLV stream, mpv plays it, video size is 1704*960. What's wrong? 
can you give the exact link that is not working for you?
Many codec problems are caused by K-Lite. You just don't it.

It may not be so simple... there's a chance that IGP is _always_ used as a rendering device for video playback.

он hdr потеряет (но это не точно)
вопрос передачи hdr метаданных при перекодировании пока открыт, возможно оно работает, возможно нет, возможно нужен какой-то секретный ключ mpv, возможно можно все необходимое "переклеить" позже силами ffmpeg

playing 4K @60fps HDR h.265 on 850M and 4712HQ? I dunno... ensure you have 850M selected as a card used for HW decoder in LAV properties. Try "NVIDIA CUVID" decoder option.

yeah, we definitely need too look into it, but I can't guarantee it's possible w/o some changes in mpv itself

Intel IGP is the bottleneck here. Switch to simple EVR (non-"custom presenter") video renderer in MPC-HC. Or at least to the "bilinear" resizer for EVR-CP.

ffdshow is not used as a "codec", just a post-filter
all modern video players are using LAV decoders + ffdshow raw filter
you may just want to switch from WMC to something else
1. It doesn't suppose to work with VLC 4.0
2. "saying it doesn't have write access but I did grant "Users" full access to the VLC folder." - dunno, this should be enough. When you copy something into the 'video_filter' folder manually, does it work w/o requesting admin rights?
3. "unable to init GPU-based renderer - code 131072" - does SVP works for you in any other video player? If no, then you have to clean/re-install graphics drivers. OR you can just turn off GPU acceleration.
