If you're talking about transcoding plugin, SVP may ask for a ffmpeg executable, not a "static library".
After that there're a few logs to examine - SVP's "Events log" plus "coder.log" in the logs directory.
This's more tricky to solve 
Try to set (in All settings)

and if it not help then

The server doesn't allow to get the stream with default ffmpeg's "user-agent" string.

NVENC в mpv 0.29 криво кодирует, если ему в явном виде параметр time_base не передавать
возможно надо через Display Driver Uninstaller так же драйверы Intel снести
1803, 398.11, GTX 1070 - всё ровно
т.ч. дело не в версиях Windows / драйверов
ну, можно только констатировать что что-то в системе сломано
никакого другого решения, кроме Display Driver Uninstaller, не известно
для 720p максимум, и то с натягом
драйвер обновить до 390.77 или новее
