Соотношение сторон настраивается. Это Aspect ratio (AR). В общем случае соотношение сторон должно оставаться на выходе тем же, что и было на входе.
Похоже, Ваше конкретное видео имеет нечитаемое значение aspect ratio. Таким образом aspect ratio сбрасывается до 1:1.
Вы можете исправить AR сторонними инструментами работы с контейнерами MKV, MP4 либо использовать опции кодировщика в режиме Мастер SVP.
Судя по быстрой справке по кнопке ? я нашел такие опции aspect ratio:

I use automatic setting CRF=18
It gives me constant quality with automatic variable bitrate.
Of course you can select another settings and compare quality yourself.
While transcoding You can select any SVP profile to use.

3. Choose a video profile for a frame rate conversion
I've tested with 460.89 DCH driver. It works to me without any error. NVOF is enabled in SVP.
Try to reinstall your NVIDIA GPU driver with Clean Install option enabled.
Maybe it will help you.
I have RTX 2070S and have no problem with 460.89 driver.
But I have GameReady driver.
The error from your log:
AVS - SVSmoothFps: unable to init NVOF - code 917515
You can disable NVOF to avoid the error.

It is strange if you see them not all the time but every 5 minutes. It looks like you have some windows application worked in this moments and used your CPU.
If you can stream your video to Internet (or local network) then you can try copy the link adress of your stream to use SVPtube.

SVP will work with player. Then you don't need SVPtube.
You need to set refreshrate equal to result framerate.
I recommend to use odd multipliers: x3, x5
If you are using even multipliers (x4, x6), you will get interpolataed frames with 50% position. They give the most noticiable artifacts in video. So you will get effect of maximum visible artifacts instead of desired maximum fluidity.

25 fps videos * x3 multiplier = 75 Hz

Try to enable SVP Tearing test line while playback. SVP menu: Utilities - Fluency and tearing test
This line must move smoothly without any jerks.
Your display must have refresh rate equal to video frame rate.
So for 144hz mode at your monitor you need 144 fps video frame rate. It gives you maximum smoothness.
As for "speeding up a little", this is the first impression of smooth playback.
