if you have true 29.97 fps then it must be smoothed.
Looks like you have "fake" 29.97 fps (not every frame contain motion). You can check it with frame-by-frame rewind (for example use hotkey ctrl-right arrow in pause mone in HPC player).
Converting 30 to 24 is bad solution. The best way is to get better video source with true frame rate.
I've just tested. SVPtube 2 is working to me in both cases.
Copying link from youtube is working from address bar and from context menu on the video thumbnails.

You can use SVPcast to convert videos on PC and stream them to your phone.

Try to find the cause of these random 1s lags.
1. Is it CPU or GPU temperature (throttling because of overheating)?
2. Is it some windows application (or process) running in background?
3. Is it the video ralated issue (the same lag at the same place)?
You CAN convert 60fps videos into 165fps.
You need to change frc.target.max value from 47 to 65 (something greater than 60).
You can override it by using the All settings window, see frc.target.max value.

Your PC is powerful enough to make smooth video with SVP.
I think it is some software problem with drivers. When watching movies try to remove or disable all unnecessary devices: printers, modems, scanners, etc.
And first of all update sound card drivers. It can be the cause too.
You can use x4 ratio to get 60 fps from 15 fps.

To know why 60.119 you need to look in SVP events log. Answer is there: SVP menu - Information - Events log

Check if your screen displays all frames without jerks.
Use moving orange tearing test line to detect jerks: SVP menu - Unitilies - Fluency and tearing test.
It is important to see every frame without dropped frames and jerks.
Artifacts become more noticiable when jerks are present in video.
what do you recommend for conversion settings?
Use default settings. It is best choice for novice in encoding. Change them if you don't satisfied by results.

Rules to remove artifacts:
1. You need to see maximum frames as possible. So, you need to see all source frames. It is possible only with integer multiplier. x2, x3 and so on.
2. You need to see calculated frames with minimum artifacts. It is possible if calculated frames are close to source frames. Best choice is x3 multiplier. You will see one original frame and two calculated with delta 1/3 of interframe time.
3. This rule is individual but I like block artifacts with maximum smoothness:
frame interpolation: uniform
SVP shader: 10. by blocks
artifacts masking: disabled
motion vectors precision: one pixel (or half pixel)
motion vectors grid: 14 px
decrese grid step: disabled
search radius: small and fast (or small)
wide search: disabled
width of coarse top level: small
processing of scene changes: blend adjacent frames

MediaInfo tells it is AVC. But I see strange frame size:

Is it two planes 1920x1920 side-by-side?
It looks like coder are tried to change resolution at 99% of file length:

I think something wrong with your file. It looks like video stream has two pieces of video with different frame size. I don't know how it possible. The first one is 3840x1090 and the second is 1920x1080.
Try to cut ending.

Looks like your source file has two video tracks with different resolutions.
temporary.mkv contain intermediate video-track.
Final file must be called SVP.mp4. It will be with sound.
What version of SVP are you using? Can you provide full log file?
Better way is to send us problem report via SVP.
The artifacts look like encoding/decoding errors. So. try another encoder first.
