the problem is broken video drivers
I had a similar issue that was solved by increasing the processing threads amount to 7.
not an option here cause Keis has an i7 and trying to watch a 720p video...

Are you using any "custom" video driver or maybe custom display modes or something like this?
Something is really broken in graphics drivers. Try to completely reinstall them first.
It's a decoder's job to make a copy-back...

Right now the second ffdshow instance inside the same process is ignored in order to fix the situation when both "ffdshow video decoder" and "ffdshow raw filter" are in use at the same time.

Your 60 hz monitor CAN display 60 fps video.
Your 8-bit (or even 6-bit in the worst case) monitor CAN NOT display 10 bit video.
Moreover, this's NOT a 10-bit video, the uncompressed source was 8-bit only...

Try the new 4.0.0.47 build, hopefully it will fix this.
SVP supports only 8-bit processing as of now.
Why do you think you need 10-bit output?

Was buggy upon first launch some settings in the control panel weren't working properly

false seek detection two times per second followed by AVS script reloading.
If you're so lucky you get this - try to turn off reset on seek in the additional options.
And hopefully it will be fixed in the next release.
Default value is "adaptive" and both versions use 13th shader.
And I don't see any real difference between 3.1 and 4 with the settings Keis provided o_O
