Turn off SVP, press Ctrl+J to see renderer stats. How many frames-per-second it will show?
4K in RGB will eat any 6-core i7.
And I'm not sure madshi will be happy with the idea of returning rendered frames back to system memory.

before reinstalling
if 'CLInfo' isn't working - reinstall graphics drivers
otherwise try to delete 'opencl.dll' from SVP installation dir
Most likely OpenCL is broken in you system
Try to run 'CLInfo.exe' from Utilities subdir.
Do you see 'helper.dll' file in SVP installation directory?
Try to open it with that tool. Will you see any errors?

Besides stream vectors are not the same. As Didee said - they're not intended to find a motion but just a closest matched block.
While "motion" is a coherent vectors field.

Hmmm. SVP is not working with 64-bit players but it's totally stable on 64-bit OS.

Потом написать madshi что бы он что-нибудь исправил

BUT, even in that bench FX-7600P = i5-4210m:
4 "cores" at 2.7 (up to 3.7) = 2 cores + HT at 2.6 GHz (up to 3.2)
