May be yes, may be no.
Current development plans are for vapoursynth / mpv only, as stated on the campaign page, in "SVP 4 editions and pricing" section.
If yes, exactly when will it be implemented?
Somewhere after "SVP 4 MacOS" release planned on or after December.
If no, am I able to get a refund?
I really have no idea. Currently your payment is for Indiegogo, not for SVP Team.

with default settings it fills black bars to the screen aspect ratio only
if you want more (or less) than the screen aspect you need to modify the script, in the 'override.js' file

check that both MPC-HC and SVPManager are running under the same user account, w/o "run as a administrator" or whatever
for example, you could run Total Commander as admin, and then run SVPManager.exe from it

3. you, as a Beta Tester, can post a report with both "720 at 40% CPU" and "1080 --> 720 @ 100% CPU"
the idea is it should work fine for any video resolution when it set to "optimal"
+-30% options are just to adjust your hw's real performance in case it was incorrectly measured by SVP

Просто при переходе на 10 сразу же заметил увеличенную нагрузку на ЦП при работе SVP, значительно увеличенную.
а вот я не заметил

если самому интересно найти - то можно прогнать
если результаты одинаковые, значит грабли в окружении
если результаты отличаются за счет GPU, значит в драйвере 
вот если результаты разные по CPU, тогда будем думать
Я тоже не от скуки отвечаю.
Математика под Win7 и 10 в точности одинаковая, и нагружет процессор идентично.
Следовательно отличается что-то еще.
Если есть результаты SVPmark под вин.7, то можно их сравнить. Может быть оно покажет, в чем дело.
