I believe I may have located the issue. I ran windows 7 without aero because I stream games and aero decreases my performance with OBS software for whatever reason.
I turned aero back on, and I no longer get the Performance too low message.
Now my videos are very smooth thanks for the help.
I really think that it should be allowed by the law to buy BD disk, put it on a shelf and then download BD-remux in MKV from torrents for everyday usage
Personally I could even pass first two steps and just pay for downloadable MKV.

what exactly does madvr do?
High quality upscaling (from the video source to actual screen resolution) in the first place. But it really needs a lot of GPU and 560M could be too slow for it
Also, where are the video enhancements in video driver? You mean Nvdia CUVID hardware acceleration in LAV video?
I mean "video" section in NVidia control panel.

- try to play 60 fps source (w/o SVP) and count dropped frames
- turn off all "video enhancements" in video driver

i have like 2000+ all of them
i know exactly where they can be useful today - just put a rope through the holes and hang all 2000+ disks on a really big tree in a garden

To be more clear:
there's no way for SVP to be sure "this is a dvd menu, do not do interpolation here".
DVDs are dead, did you know that?
DVD menus was always a pain in the ass for SVP, we have some magical algorithm to turn off interpolation while in the menu but obviously it's not working in all cases, so you can just use keyboard shortcut to turn SVP on/off if you really like to watch the menus
There was special "theater" mode in video drivers in the past but now it's dropped afaik
"smooth" isn't a right term in this case
your need to open renderer graph (ctrl+j) and watch the line
anyway if it's solved - it's solved
if and when we'll have the time to look into playback w/o aero we'll do it
but personally I've Windows 8 and have no idea if I can turn off aero and why I'd like to do that
I believe it's not SVP but just 60 fps video playback.
In fact this's the question we've had to ask first.
Try that video sample (w/o SVP), does it runs smoothly (with aero=off)?

set the "processing threads" value to 15 - will it change anything? if no then set it to 19...

i5-4250U - slower than desktop i3 which is rather slow for HQ 1080p
it would be a 'double fps if 30 or below' option.

anyway you always can add another video profile for high frame rate source and set to "do not interpolate"
However, do you know if MPC will use the original source fps before SVP has adjusted it or will it use the newly smoothed-up fps as the basis for switching the screen refresh rate?
I'm not sure but since SVP kicks in AFTER playback is started MPC should switch framerate before this.
Otherwise you can just set x2 interpolation mode and let MPC set the output refresh rate
