if "the window remains open" then it is just paused waiting for someone to read the stream
whichever looks best for you
"1m" is actually "1mm1m" - which means exactly what you said ("1" - original frame, "m" - interpolated one)
"2m" is "11m11" --> "1, 1, 2, 2, 2.5, 3, 3, 4, 4, 4.5, 5, ..."
"1.5m" - is like 1m, but with times closer to the original frames, something like "1, 1.16, 1.73, 2"

MPC-HC bundled with SVP is using it by default since ... this spring, I guess
then you can uninstall ffdshow via Window's "Add or remove programs"
what else installed? another Python version probably?
which means the problem is in ffdshow (though it must ignore explorer.exe by default)
again - uninstall ffdshow!
Uninstall ffdshow --> switch to AVSF (https://www.svp-team.com/wiki/Avisynth_Filter_(AVSF))
Though I personally can't reproduce crash on a clean W11 install...
