Only Luma doubling, Chroma doubling is another big waste of resources.

Hi just to add my 2 cents here on image upscaling / doubling:
- for low powered systems like Intel NUC, DXVA scalling is the way to go since it saves sufficient resources to allow for SVP and is very similar to Lanczos 3 + AR (only for Intel iGPU, not for NVidia or AMD).
- for more potent systems: anything 576/480p -> 1080p NNEDI3 64 Neurons image doubling is king + Lanczos 3AR for image upscaling,  the rest is only marginal improvement, for 720p -> 1080p Jinc for image upscaling or if the system allows NNEDI 32 Neurons could be seen as good options
Anything higher than Bicubic75AR for Chroma upscaling is a waste of resources, I could not see any visible improvement but ... my eyes are not perfect.
Image downscaling: Bicubic100 is more than sufficient (Catmull-Rom is a fancy name of Bicubic 50).

I think every HorribleSubs releases that I'm following this season has that frame-rate. (Hundred, Sousei no Onmyouji, and Gakusen Toshi Asterisk).

In my case, it was constantly dropping 1 frame for 1 second or so. I thought the problem because of 8-bit video that use GPU hardware decoding (my gpu system that I can access now very weak compared to my old system), but after some observation, it's because of the frame-rate.

The stuttering didn't really noticeable though.

Your PC is way more than enough for 480p content, even if it was 10bit.

Basically you could "max out" SVP's settings and still not even get close to hitting the limit of your system.

Really then you might as well just set everything to maximum (except artifact masking) and then experiment with the following two settings because they will directly effect the artifacting:

SVP Shader
Motion vectors grid

(though for anime, you don't really want to use any shader settings other than "Sharp" or "Complicated")

Also, with such high settings, you may need to increase the amount of processing threads that SVP uses (currently it's "automatic" selection is not great) because otherwise you can get slow performance while still only using like 30% CPU utilization; you want to use the smallest amount of processing threads possible that still gives you a perfectly smooth result.

A couple other things to recommend that are not exclusive to anime nor SVP but can still help:

If you use MadVR, set SVP to use your Intel integrated graphics while your Radeon 390 is used for MadVR.

Also use MPC-HC's or MadVR's automatic resolution changer (may require the use of custom resolutions) to automatically set your screen refresh rate to an exact multiple of the source video frame rate (because 24fps playing back at 72Hz is smoother and has less artifacts than 24fps playing at 75Hz).

Here is another example, it looks very cool, and its easy to setup, at least I think so, but you can mess up your system, so beware.

That's why you do this kinds of things right after freshly installing your OS (especially if your data is located on a different partition) - that way you don't lose anything if you need to re-install the OS again.
