Good adapter with high performance. madVR must be better choice. Of course if you control GPU load. You can use GPU-Z for it.
GPU decoding in SVP, where can I enable it?
MPC-HC has internal decoder: LAV Filter. You can choose NVIDIA CUVID acceleration into it.
I am using Kodi DSplayer build with madVR as video renderer and reclock as audio renderer
So. I don't know about decoding settings in Kodi. In madVR check Automatic Fullscreen Exclusive mode option and another options in the general settings tab. Try to enable them. They must help.
I use Exclusive + use Direct3D 11. Some times ago I used windowed overlay.

What videocard are you using? Enable GPU-acceleration in SVP, enable GPU decoding. It will reduce CPU load.
What renderer in MPC-HC are you using? I recommend to use madVR or EVR Custom with D3D Fullscreen option.
BTW 90% CPU load is high. To get smooth playback you need to get 80% CPU load to avoid freezes at difficult places in the video.

If you have 4 core CPU and see more than 25% (1/4) CPU load then MT is working.

Number of threads change the performance. Accuracy is the same on every value of number of threads.
As said in avisynth MT description:
enable calculations to be run multithreaded. This should hopefully speed up processing on hyperthreaded/multicore processors or multiprocessor systems.

What kind of artifacing?
when SVP is running it screws up the 3d effects on moving elements on the screen

Why 30fps? Most movies are shot in 24fps.
Because standard 60Hz refreshrate don't devide on 24 fps.
To get minimum artifacts you need integer multiplier: 30x2=60.
In case of 24fps you need custom refreshrate: 48Hz, 72Hz and so on.

На Ваше усмотрение. Если видеокарты, которая выводит картинку на монитор, станет не хватать для отрисовщика madVR, то перенос расчетов SVP на вторую видеокарту разгрузит первую и даст возможность использовать более требовательные настройки в madVR.
Из своего опыта скажу, что с настройками SVP и madVR по-умолчанию легко справиться одна такая видеокарта.

why SVSmoothFPS() needs "src" clip that's before cropping and resizing.
To make autocrop function work correctly when video has black bars with different sizes. It needed only for real-time playback with SVP. See black bars detection option in SVP4 PRO.
Вторая видеокарта уже мощнее. Тогда лучше использовать более качественный, но и более требовательный отрисовщик madVR. В нем по-умолчанию включен режим Exclusive mode для полного экрана. Это даст равномерное плавное отображение движений при условии, что графика потянет madVR с его текущими настройками.
В этом компе гибридная графика, а для вывода видео на монитор используется встройка HD Graphics 5600.
Рекомендую выбрать "легкий" отрисовщик в MPC-HC. Лучшим выбором будет EVR custom с включенной галкой D3D Fullscreen.
Как ни странно от отрисовщика зависят не только скорость и качество вывода картинки, но и загрузка центрального процессора.

Please look at the mode in which your video adapter working. Maybe you have one of energy-saving states enabled when video is playing. Perhaps previous drivers make your adapter to work at higher frequency.
Higher frequency will give you smaller rendering time.

Perhaps you could add an option for desired padding? It really only needs to be increased when the specific setup fails at lower mod.
