Focus on this point here, as you say your CPU is not being stressed. Maybe it's your GPU and you have madVR settings too high and you're getting delayed frames and dropped frames (which makes the videos appear not smooth). Right click SVP and open file via MPV and see how your videos are running and for those same scenes.
As for your other point, I don't know why you would want to make fight scenes "faster". Do you mean smoother because it's not smooth right now? Or do you mean like making the whole video 1.25x faster or 1.5x faster? I hope it's the former and not the latter.
Gpu and cpu are under %20 percent. I changed svp shader to by blocks and had an amazing result. Yeah by faster i mean smoother. Now movies seem to be as smooth as they should be. I am going to try this on other movies too. I tried it on godzilla 2 and had a great result.

Everything is below %15. I have only 1 issue which is i want fighting scenes to be faster than normal which looks cool. I learned that we can change the speed in mpv player but couldn't do it. Maybe you guys know something about it ? Svp index also says 1.00.

Right click SVP, under application settings, make sure your GPU is selected for GPU Acceleration.
Right click SVP, under outer lighting, click DISABLED.
Right click SVP, under video frame, untick "detect and cut off black bars".
Right click SVP, open file via MPV.. and see if you like these settings.
You're not giving any details as to what media player you're using or what content you're watching, if it's in 1080p or 4K, or HDR? What TV are you using?
I am watching 1080p movies. I am using mpc-hc and madvr. All my settings were for smoothness but eventhough movies had a lot of artifacts i couldn't see any changes in smoothness. I am using an old Philips tv which is 60hz. With your settings it got even less smoother than before unfortunately.
Smoothness works couple of times in a movie and then it turns to normal. I want to watch my movies smooth from the beggining to the end help pls.
So what do you think for the smoothness problem. It makes fighting scenes faster in endgame but has no effect on watchmen. I don’t know why. Do you have any ideas ?
I have one more question i have max smoothness settings right now but it works for a couple of movies. I don't see a difference in other movies do you have any idea why ?
I changed my system. I used to have artifact problem with my older system but now svp produces more artifacts.
My system is gpu gtx 970 oc edition
Cpu amd ryzen 5 2600 six core
Can you help me to find the best settings for this system. I also use 60hz tv.

I am using madvr with svp. Madvr is using %95 of my gpu. Is that normal or should i stop using madvr.

Of course. Because of hard to detected motions in the frame.

With animes any kind of setting works fine. I have problems in movies. Eather movies have a lot of big artifacts or every movement gets blurry. It’s the same with all the movies.

I like maximum smoothness and prefer block artifacts instead of waved artifacts and I don't like any masks cause they reduces the smoothness.
So I use profile settings:
Frame interpolation mode: Uniform
SVP shader: 10. By blocks
Artifacts masking: Disabled
Motion vectors precision: Half (But for anime it can be One or Two pixels)
Motion vector grid: 12px (But for anime it can be 24px or 28px)
Processing of scene changes: Blend adjacent frames
All other settings by default.
It's better now but this time when people move around in a fast pace they get blurry. Do you have any idea why that happens ?

So should i use x3 for both movies and anime ?
I use led tv and it is 60hz. When i make my settings more than 60fps movies or animes get laggy. I am actualky bad at this kind of things so you have to tell me with details unfortunately
But the ones i have make my movies or animes unwatchable because they are too big and i can clearly see them with my eyes. They decrease the quality of the movies or animes i've downloaded. So basicly what i want is a simple setting that makes movies and animes watchable and smooth too. Is that possible ?

No matter what i do when i watch an anime or a movie there are a lot of artifacts that make it impossible to watch. Do you have any suggestions to make them disappear ?
I was able to use SVP in windows 10 but yesterday i changed it back to windows 8.1 and i installed all the component needed for SVP such as visual c++ 2017 and all the other CV++. Still everytime i try to use it, it says unable to locate avisynth i have no clue what i should be doing ?
