nope
but if your PC is powerful enough to play any video with the best "auto" preset you can just use "reset to predefined profiles" -> "automatic profile #1"
check SVP's log, it should contain some details in case of error
run it with logging enabled: set "LogFile" to some writable file name under HKEY_CURRENT_USER\SOFTWARE\AviSynthFilter

самая подходящая пока 3.5, потому что подходит и avsf и ffdshow
ошибка такая с 3.5 была уже в другом случае, было пофиксено
а так я повторить не могу
ну это 100% решает установка avisynth 3.6
но вроде и на 3.5 быть не должно, странно

disclaimer: i'm only telling it _could_ be the cause
option 1: via SVP's frame size controls - there's no UI button "decrease to 1080p" but you can set frc.frame.resize in 'All settings' to "-19201080". "decrease to screen" should also work if your screen resolution is 1080p.
option 2: use any of ffmpeg's scale filters in 'lavfi' field in transcoder's 'Advanced' mode - the trivial example is "scale=w=1920:h=1080"
if you see a kind of green bar on the right side of the frame on some videos - update to 0.7.4-1 via SVP

just tried plain 8-bit 720p video, transcoding (using 'advanced' tab), libx264, depth = 10-bit --> encoded as 'h264 high 10 L6.2, yuv420p10le'

AVSF 0.7.2 should fix some issues with PotPlayer - you can update via SVP now

only streaming (SVPcast) creates large files in %temp%
Transcoding places one (1) intermediate file plus one (1) output file to the folders specified by Transcoding -> Settings -> Output / Temporary folder (which are default to the same folder as the input file), that's all.
I don't have Vega64 in any case. And I can't see what we possibly could do regarding video driver's issue
