I found a solution that works. A Doom9 forum user recommended it to me.
"If you use a screen recorder that outputs AVC or HEVC using the hardware encoders available with modern graphics cards, or something like FRAPS if you want lossless output (other better apps can be available, I haven't followed recent development), you should be able to grab the result of madVR rendering that way. I've never tested it so can't guarantee the results, try it.
madVR outputs with Direct3D so it should work like when recording a game. (Edit: the only exception is if you use overlay rendering, I think) "

I found the solution.
The scheme is this: First software MANYCAM (acquires the webcam and makes the signal available per second as a virtual webcam) =====> According to YOUCAM software (acquires the signal from the first, applies the effects and makes the signal available as a virtual webcam) =====> Mpc-Hc acquires the Youcam virtual webcam signal and SVP interpolates. To acquire the signal, click on "File ==> Open device". At this point, I add "Full screen capture (game) as source", so I get the desired frame rate.A question: can you specify the exact framerate you want to get with SPV? For example 35FPS, 38FPS or any other number?

With EVR (cp) you can not see any movie because it has deopped frame, the sound skips, SVP and said to lower the profile because there's do it!
With EVR, with all types of movies, there are no dropped frame and Svp works correctly.
With EVR (cp), I can not control the dropped frames.

I checked GPU load when play video with SVP at my TV via HDMI with mode 1920x1080 @ 60 Hz.
My GTX 660 Ti with madVR on default setting FullHD shows GPU load at 20%. And 24% with sharpen complex 2 shader enabled.
720p shows 16% / 17% (without/with sharen complex 2).
GTX 660 Ti has 1344 SPs, GT 640 has 384 SPs. So GT 640 is slower in 1344/384 = 3.5 times. It must be enough for madVR at default settings.Default settings you can get by launching madVR\restore default settings.bat from SVP folder.
I checked GPU load at your's maniacal madVR settings (Jinc 4 taps / spline 4 taps / spline 4 taps).
FullHD shows 43% / 49 % (without/with sharen complex 2).
720p shows 27% / 30 % (without/with sharen complex 2).GTX 650 Ti (768 SPs) is minimum for such settings. If you don't want more complicated GPU processing
