Open your video with artifacts from picture in the first post. Wait while SVP make his work. Triangle in tray menu will become green.
Then open Additional info.

It is interpolation artifacts.
You can't remove them completely. But you can reduce them.What settings are you using?

Exit SVP. Is green line still present at video?If you use Intel HD Graphics for GPU-acceleration SVP then it is known bug of old drivers for Intel HD Graphics. Just install new driver from Intel site.

Sorry to sound like I know nothing, but how can I know the difference? Can I fix the issue? The video was mkv if that helps at all.
I was wondering if there was a way to make this green line: http://i.imgur.com/dJk5HQF.jpg disappear? I apologize if this question is asked a lot but the green line is making my videos jittery and shakey.
