I reinstalled both manually, then show up msg error that msvcr120.dll file is missing.
Found this one in dll-files.com, and now it works! Thank you, for your time. 
What I've done?
It seems like it was problem with corrupted msvcr120.dll file this whole time. ; o
Nvidia Container was using this dll entire time, so installation was allways incomplete.
I shut down NvContainer process, then put this dll i've downloaded.
Done, but It didn't work, so I re-installed everything again, and again I did everything you said me to do.
Yet, still not working. I have done some screenshots to prove that everything is correct, but still not working.

EDIT: Ok, got it.
So I'll say what i did to repair this.
For the first I've reinstaled MPC, SVP, AviSynth dozens of times. Every single time uninstaling codecks.
Found solution from your forum to copy avisynth.dll from SVP4 dir, and paste it into MPC-HC dir. Still cant locate.
Then I found info that copying directly from SysWOW64, aaaaand that didn't help either. So I started to re-instal
everything again with thousands of different instalation configs.
Important note: Everything was working, till yesterday, when pop up information about update to.. and I don't
remember. Propably to Microsoft Visual C++ ? Not sure. After update I cant use 64 bit version. Btw. I removed
every single MV C++, and used those from SVP 4 installer, still the same problem.
Those logs comes from copying AviSynth.dll from System32, SysWOW64, SVP 4, from avi synth 2.6, and avisynth+
