Can I use SVP to get this sequence?
1, 1, 1-2 (interpolated or blended), 2, 2, 3, 3, 3-4 (interpolated or blended), 4, 4....
if so wich settings?

Yes, you can.
It is "2m" Frame interpolation mode with "24>60" Target frame rate.

Interpolated.
And if scene change detected then blended or repeated as pointed in setting: Processing of scene changes.
