Topic: Very low framerate

I've encoded some Apollo 11 footage requiring framerates to be as low as 5fps in order to get real time. Playback is fine without SVP, but as soon as it's active the playback stutters with constant stop-start. Same with HC and BE versions of MPC, WMP, and using SVP in a VR player. So it's definitely an issue with SVP. I've no problem with SVP in general - all other videos play well in 'normal' framerates.

Occasionally SVP kicks in and does what it’s supposed to do, but more often than not it plays incorrectly.

Your video is playing smooth to me. Stutters at start with first playback only when SVP detects framerate and black borders to autocrop. Within firsrt 1-2 seconds.
You can disable Black bars detection function in SVP and rewind video to the start point after SVP is enabled.

Black bars detection has always been disabled, but your point about stopping playback and rewind to start is absolutely true. Simply pausing playback and restarting doesn't work - stopping and rewinding to the beginning is the only way to get it working properly.
