Topic: Transcoding compression parameters choice.

Is there a guide on what parameters/compression algorithms and bitrate to choose for videos interpolated to 60fps?

What to choose for lower quality SD videos what to select for Blu-ray 1080p and 4k bluray to retain most of the quality?

I have a lot of storage on my NAS but i don't want to waste it needlesly not to mention it would be nice to play via 30mbit uplink possibly without further transcoding but that's not that big of a priority.

I like CRF factor with software encoding because it adjust bitrate at every place of video based on needings of real quality for this content, current resolution and framerate.
CRF 18 = best quality. big file size
CRF 20 = medium quality. middle file size
CRF 22 = bad quality. smallest file size

Values less than 18 is waste of disk size (in rare cases you can see the visual difference).
Values more than 22 is unwatchable for me. In dynamic scenes picture consists of squares. Edge-artifacts and other artifacts of compression becomes noticiable to me.

For HEVC these numbers might be 2 points lower though.
