I wonder, I'm trying to "refurbish" some old videos to 4k and 60fps. What's the good way to do this, upscale first then transcode? or the other way round?

I think you need to do upscale first.
This way you will get smaller pixels and more precise motion vectors to get more correct intermediate frames.
Upscaling video really helps for old low-res videos. I remember having a bi-linear downscaled video with small font text so I couldn't read that text! in any frame! But then I upscaled video and suddenly I could. Text was blurry but it actually was readable.
