How to transcode?

I've watched a YouTube video showing an option allowing video transcoding however this seems to be missing on the version I have (4.5.0.214 – 2022-04-27).

What's the new way of doing it? I've tried installing the VLC extension and encoding through VLC but that doesn't work.

Any help would be great, thank you.
