Artifacts on horizonal/vertical lines

Hi Ive got a GL704GW laptop. RTX 2070 with a 8750H cpu and 16gb of RAM, running windows 11, everything is updated. I watch things using MPC hc. everything seems to be smooth till theres a scene in any movie/tv show with any vertical/horizontal  lines like lets say on clothings or like curtains or basically any thing with lines vertical or horizontal, and then it becomes horrible theres so much artifacts there that its just a mess, i tried going Higer Performance to higher quality to artifacts masking high or low or none and nothing makes it better or worse. i dont know what to do. Please if anyone knows how to get rid of this jittery mess please please let me know,it doesnt matter if the video is 1080p or 4K, its all the same, also im using SVP Pro and its updated, if that helps.
