Topic: How to actually transcode a movie from 24ps to 60fps?

Hello, I have an rtx4090 and a 9800x3d CPU.  I'm want to convert my movies from 24fps to 60fps but not sure how to do it. Can't find the actual step by step way to do this. I have all 4khdr atmos movies on my computer.  Can someone please give me a basic step by step to do so?I do have the Nvidia TensorRT on for neural network engine.  Can someone please explain it to me? I know i'm missing something. I also tried to transcode something but i think it was just doing it through my cpu and not through my GPU so I just cancelled whatever was going on.

I would recommend to start reading about SVP.
There is a good Wiki site about How it Works and then specifically Re-encode video to high frame rate with SVPcode

To my knowledge, it's still impossible to transcode HDR movies...
