They are movies I captured using SVideo cable and Windows Movie Maker from TV dish, so you cant download any of them.

Oh! Yes. I didn't notice double ffdShow at the first screen (Thanks to Chainik). It is wrong. You need to leave one ffdShow.

Upload any fragment with tearing trouble. Source video without any transcoding.

Movies are all 4:3 but often 16:9 or 2,40:1 with black bars because thats how dish TV presents them, so I increase size of them to fit screen (num pad 9), that makes them judder, 75% of original size compensates for this, frame crop also helps, tovarisch.
AND I also have DVD ripped to 640x480 WMV that presents tear without SVP which show less tear with SPV but some tear is visible.
I dont mind some tear as long as it is not obvious.

Decrease frame size option does resize not crop. For cropping you must use Frame crop option from SVP tray menu.
Let's look to one of these video with tearing. Maybe it will be enough to me to find the problem.
And one more question.
Your tearing with Ctrl-T (Ctrl-Win-T) looks like this (tearing vertical line of tearing test)?
If yes then you can find option Vertical sync in driver of your video adapter and turn it on (Force on).
Yes, it looks just like that.
Before SVP I increased refresh rate from 60Hz to 80Hz, disabled Vsync on GPU and MPC-HC and that got rid of all tearing. GPU and MPC-HC Vsync settings are the same (disabled), now that I use SPV there is some but not as much tearing.
SO using SPV resulted in more tearing, tovarisch.

I forced Vsinc in GPU and enabled Vsync in MPC-HC now there is less tearing, but some tearing is still present.

MPC-HC menu > View > Options... > External Filters > select ffdshow, choose Block > OK

It is not standard refresh rate.
You should try to turn on Sync (Force) and to back to 60 Hz mode.

fddShow os one. It is good, But I don't know about your tearing problem.

Then you have a little chance to solve your problem. Most people (and I) use Win7. Video settings are different in WinXP and Win7.

Here is some tearing.
Tearing happens as the Enterprise moves slowly across the screen.
See how NCC-1701-E is distorted.
The tearing bar shows it but when I print screen the tearing bar does not show it.
This screen shot has statistics, does that tell you anything?
