something block access to %appdata%\SVP 3.1 folder.
As variant it is antivirus - add %appdata%\SVP 3.1 and svpmgr.exe to exeptions

Yes.. but the next time I open SVP, it's created again. And SVP didn't worked also

And it can't delete manually while SVP try to run

You can reinstall SVP and select folder for SVP settings: for All Users.
It must solve your problem with undeletable log files.
