I just did this and I still get Performance Too Low message.
ok, set output to evr cp, start a video with the issue, press ctrl+j and post here the screenie
I believe I may have located the issue. I ran windows 7 without aero because I stream games and aero decreases my performance with OBS software for whatever reason.
I turned aero back on, and I no longer get the Performance too low message.
Now my videos are very smooth thanks for the help.
My only problem now is there seem to be artifacts on fast moving objects.

Yes that is correct. Apparently SVP doesn't function properly unless Aero is turned on?
I believe it's not SVP but just 60 fps video playback.
In fact this's the question we've had to ask first.
Try that video sample (w/o SVP), does it runs smoothly (with aero=off)?

I tried that video with aero off and it was smooth.
"smooth" isn't a right term in this case
your need to open renderer graph (ctrl+j) and watch the line
anyway if it's solved - it's solved
if and when we'll have the time to look into playback w/o aero we'll do it
but personally I've Windows 8 and have no idea if I can turn off aero and why I'd like to do that
