SVP Host to Client

Is there a way to play live video at 60FPS to another device without that device doing all the work?
For instance i have a strong pc and a low end pc.
The strong pc renders a 23 fps video with SVP and achieves 60FPS Video and will send it to another device that cannot do the possessing work live.
Like what Air Video HD dose to Apple devices.
So lets say that i have a i7 3770k at 4.6GHz with a Nvidia 770GTX and I have a low end Laptop connected to my TV in another room. how would i play 60fps videos on the laptop?
Please note that i have tested 1080p Gaming Recorded Videos at 60fps on the laptop with no issues.
