Topic: how can frame rate be adjusted using FRC tool?

Dear all;
I'm beginner in using SVP, Please I need to know whether FRC can be used to adjust video frame rate to specific rate; e.g If I have video 30 fbs video ; can I adjust fbs to 60,90, 120......(i.e multiply the original fbs by constant factor ?..If so, could you please tell me how this can be done using script avs code
