SVP's events log would be helpful...
The first thing I'd try is to restart the Manager after switching display resolution.

So it's just a 4K screen with resolution set to 1080p and scaling set to 100%? or what?
I saw the similar issue in OS X but I've never observed it in Windows o_O
The problem is in the default OS font size. UI elements that have extremely large fonts on your picture are set to the "default font size", while others (that look "normal" on the picture) set to some explicit values like "9 pt" or "11 pt".
The bottom line is it's not a scaling issue but some system fonts are configured in a very unusual way.
I was using a 4K monitor as main screen and a 1080p monitor as second screen, then I disconnected the 4K monitor and was using the 1080p screen, this is when I noticed the problem.
I fixed it by going into Control Panel > Display > Change only the text size
Then I randomly chose "Message Boxes" from the drop down, changed the value from 9 to 6, this fixed the issue, then I reverted to 9 again and it didn't change anything, it was still fixed. Very strange.
Here's how it is back to normal:

It probably reset some hidden setting like "WindowText" size...
There was a "Window color and appearance" dialog in Windows 7 and earlier to do such things.
Yeah, I'm using Windows 10 so stuff has been different. I remember there was a DPI scaler before (can't remember which Windows), now it's "Change size of items", "set custom scaling level" or "Change only the text size"
