With svp 3, we can use different frame rates like "refresh rate x2 , x3 or /2 /3 etc."
in svp 4, can we create complete custom frame rates? like 32, 35, 38 fps?
i mean more clearly, i want to create frame rates that not related with my monitor refresh rates.
if i can do that, i ll buy it.

You can "cheat" by just running your refresh rate at the frame rate that you want to interpolate to.
This however will likely require the use of custom resolutions; more info on this can be found at the bottom of the first post in this thread:

But regardless, I've had no issues reducing the refresh rate other than intolerable levels of flicker on PWM-based monitors/laptop displays; TVs however are are much more troublesome like you mention.

It's all subjective which is why I only used relative terms like "smoother" and "faster", not "too smooth" or "too fast".
