I'm looking for help to step up reclock. I have no idea how it works and what should I choose for these

In case with your mkv-video all is fine. Framerate is detected successfuly: 23.976 fps.
You can just leave that settings with default values.

but reclock is yellow and says put hardware on 24hz or multiply it

still using reclock big_smile. Use x4 @ svp
and smooth motion @ madvr (usually no need for this part)
