MPV crashed windows while running at 120 fps and now SVP does not work

I have been able to run MPV at 120 fps or 60 fps for 1080p and 2k and 4k video with no problems previously.

I was watching a video and I think I pushed my system too far and windows started to lock up so I restarted windows.

Ever since I restarted SVP barely works on any player and on MPV it rarely works except maybe for some 480p or at most 720p videos.  SVP wont be recognized and run through MPV at all for 1080p or 2k or 4k videos like it used to with no problem.

I tried to download and run MPC-QT but was not able to get it to work and it seems changing from python paths or something through system settings has made Media Player Classic run terribly as well.

Did I fry my graphics card?

I had a similar problem back in March of 2018 but when I reinstalled windows SVP started working again on all media player platforms fine (of course SVP runs the best on MPV for me)

Is my only option to reinstall windows again or does anyone recognize what may be causing this issue and how to fix it?
