Is there a difference in GTX1650 vs GTX1650 Super / GTX1650 Super Vs RTX3080 <= transcoding speed?

Transcoding consists of processes. Each process can be HW accelerated:
- decoding (HW decoder);
- frame interpolation with SVP (GPU acceleration + NVOF*, RIFE*);
- encoding (software, QuickSync, CUDA).

*NVOF and RIFE are available to RTX3080 only. GTX1650 is not support NVOF (and RIFE): https://www.svp-team.com/wiki/GPU_Compatibility

If you wil use software encodig then speed will be limited by your CPU.

Sorry, but I have not GTX1650 or RTX3080 to give you answer in precise numbers.
