Topic: Can't transcode using x265 at a specific bitrate (non-CRF)

I changed crf=18 to b=5000000 but the result looks awful and Mediainfo shows that it encoded the video stream at 196Kb/s.


What am doing wrong?

probably this isn't the right place to ask
ask google for x265 / ffmpeg encoding guides...

I can't find anything helpful. I'll just use CRF.
